Действительно, у меня была пара неудачных вопросов, за которые я получил "-3" и "-4".
Не долго думая — перешел по ссылке.

Добился 100% accept rate, поправил свои вопросы.
У меня теперь 93 reputation и 8 badges.
Но все равно не помогает и я не могу задать вопрос.
Кто знает — что еще надо поправить, потому что
